Does not work remotely as pictured - going back and will never buy again.

I have read every review on every heated floor towel rail I could find. I quickly realized that it doesn't get very hot unless it's at least 250 watts, and that was one of the reasons I picked this unit. But even with 250 watts it didn't cost 5 cents. Yesterday I received the device, assembled it, put a bath towel on top and turned on (the timer) for 4 hours. 3 hours later I took a shower, grabbed a towel and didn't find it warm and toasty, just barely warm. I was actually able to grab and hold the top bar, which told me the temp didn't go higher than 120 degrees when it should have been closer to 140F. So today I did an experiment. I attached a kitchen thermometer probe, which I know to be accurate, and taped it to the top rail. I then hung my towel on the top bar and set the unit to 'continuous mode' with all 5 red lights. As you can see from the photos, after 4 hours the unit never went above 118 degrees even though it should go to 140 degrees Fahrenheit. I then switched the device to a timer and set the timer to 4 hours. After 3 hours the device was down to 116. The photos tell the whole story. I am sending the device back and advise others not to buy it.
