The skirt length is good for tulle, but the bottom layer is very short, it would be better if it was longer. Def needs bike shorts to wear underneath. My kid loved it and she wore it all day for her birthday. No one but us saw her in it due to the pandemic but it made her happy (:) My baby is 38.5 inches tall and weighs 38 pounds. We ordered 5T
