A true matte finish is hard to come by, and it's hard to find one in neutral tones, but it's more important that the entire palette is matte. Also, you don't have to own a diamond mine in South Africa to buy one. So you get a matte finish, neutral colors and the entire palette is matte. They apply like any $30 eye shadow, $30 eye shadow with just a neutral matte color. there are nine shades. Three large sizes in light shades, six smaller sizes in darker shades. Fabulous!
