I have a dog who is brilliant but also a total maniac! With positive reinforcement I can teach him anything. except that he doesn't bark insanely when he hears something outside. I hired an instructor to teach me how to use the training collar effectively to stop highly undesirable behavior, but I found that I didn't really need the shock collar for most things. The vibration and beep are enough to get him to lower his frenzy. The only time I've used a shock was to stop him from bullying our older dog and stealing his food. I only had to shock him twice and he took the hint and left the old man alone ever since. I really think it's important to test the shock on yourself before using it on your dog. I could only take it up to 10 (it goes up to 16) so I would never use it on my 15 lb dog at anything over 3 or 4.
