My 13 month old daughter (8.5 lbs, 30 inches tall) wears size 4 shoes. We have Crocs Littles Clog clogs in size 2-3 M Crocs Littles Clog (for babies) / Little Kid), Ballerina Pink, 2-3 M US, a toddler perfect for my pre-walkers with no room to grow. So I bought the classic baby crocs in size 4 and although they are a bit bigger she will outgrow them.
