Review on Converter by CableCreation with Adapter, Chipset, and Register Features by Smiley Edwards

This cable took longer than I hoped. The product page says "Windows 7,8,10 should automatically detect and install drivers." It's not true. I went to cablecreation's website and downloaded the driver from their website. When I tried to install it, I got "Runtime error. Abnormal termination of the program." Great. I then went to the Prolific website itself as the cable must contain Prolific PL2303 of one version or another. I installed the driver from there and everything finally worked. I can use the cable for both USB2.0 and USB3 connections. All in all: not the easiest of setups, but it finally works to connect an old HP/Agilent 54622D oscilloscope to my computer via the RS232 serial port.
