Portable neck fan in USB Gadgets

I don't like this article. I wrote to someone in customer service asking if I could return a non-working item and receive a working one. All I kept getting was paying for the item again. I don't need money, I just want to exchange it for another. I also know it's too late now as I had to do this before October 15th. Nobody answered me. It was black.
