Gorgeous but I bought new item and was sent a probably used one

This is so beautiful and the color is exactly as pictured as well as the length, it comes with bobby pins and a snap comb clip you can sew on it. However it came without tags and a return label on the bag which means someone bought it previously and sent it back, Revain should treat returned items without tags as used. I don’t get how anyone would want to return this, it has no defect and it’s absolutely beautiful.
