My daughter is small for her age and hardly ever wears 2T and I even bought a size 3T based on reviews/suggestion from others to order a size up because the brand/company runs very little and even 3T when I keep it below your 2T clothes run smaller. The top for 3T is smaller than your 2T pajama top, but the bottom is longer than your 2T pajama bottom.
