I don't know who wrote this guide but they need to get out on the sidewalk and find someone who speaks sixth grade English to help them. To set the cost per kWh, the function must be pressed until the cost/KWH value is shown below. Press and hold the Cost button for more than 2 seconds until the cost starts flashing. Press "Function" button to make the digit you want to set blink, then use "Up" or "Down" button to set it. Then press the function to set another digit. When you're done, click Cost. Please.
