OK but limited use for what I need

I'm reviewing the ADA handicap specs to make sure they meet the requirements. I need something to put on the surface and take a picture of the reading. Unusable in daylight. Even with the numbers highlighted, the picture is impossible. I even cast my shadow on him. I still can't read the numbers. I had to return at night.
