I'm so glad I found this! This is a true quart sized carry-on bag. (See photo for comparison) The bag is solid and the zipper looks pretty solid too. This will definitely cover my hydration needs for the upcoming trip! Good thing it comes with two so I can use the other one for my toiletries that are not liquid and powder makeup products. would recommend.
