Unlike others, my wine rack arrived with all the pieces. However, the manufacturer had to provide instructions and drill larger pilot holes as my light drill didn't have enough power to drive the screws. Although I found an assembly video, it didn't solve the missing pilot holes. 36 dowels need to be driven into horizontal parts. The post became more and more brittle/unstable as layers were added, eventually causing some of the horizontal pieces to splinter when the dowels were driven in. I saw no point in replacing the shards as the brittleness remained so I sent the frame back.
