The trick with knives is to make sure they're clean and sharp. They're pretty good from the factory, but I've noticed that if you clean them and give them a good sanding with a diamond file before first use. They work much better. It is also important to use the correct router speed and feed rate. But dull dirty bits at wrong speed and feed will cause burning. When used correctly, these bits work great. Unfortunately, some foreign small format plywood sold in big stores is now thinner than 21/32. Therefore, they could even be slightly larger in these layered products. So if you're buying from big retailers, check the actual thickness of the sheet material.
