My animals were not affected in any way

We have three cats and one dog. I bought it to control dogs barking. She reacts to it, so I know she hears it, but she doesn't really change her behavior. I suspect the volume isn't loud enough to get them to stop their intended behavior. Cats hear it too, but of course they don't care. I get a surprised look when I activate it and then they keep acting like nothing happened.
