Overheats when used with a 13W fluorescent lamp

I bought this ballast to replace the ballast in my aquarium. The original ran from 1997 to 2021. This part was listed as a viable alternative as the original is no longer in production. I used American standard 120V to power a 13W two-pin fluorescent lamp. The bulb was new since I replaced it first. This ballast was very hot to the touch and I was worried that the plastic case would start to melt. After running for a few hours the light overheated to the point where the bulb went out to cool for a few minutes. It restarted but then overheated for an hour. I tried new lightbulbs but they had the same overheating problem. The ballast Roberston CC1320P (3P10160) did not fare any better. I ended up replacing the ballast with a 4 pin ballast from the hardware store (HD) and a new 4 pin lightbulb. This ballast may work in some applications, but it will not work properly to power a standard US 13 watt fluorescent lamp.
