Bad volume wheel / no volume

When attempting to use this item, the wheel on the device acted like it had a short circuit. He kept coming and going. I turned the dial until there was at least some volume, but it didn't work at all. A CD player is of little use if you can't hear it. Besides, he didn't even work with the radio. Very frustrating.
