That's about as small as dogs can get. I ordered a very small collar by measuring his neck and it fit perfectly. It can actually accommodate slightly larger and slightly smaller dogs. So you can rely on the size chart when measuring your dog's neck first. Anyway, she's too fat! If it were a little wider it would look ridiculous. This is a VERY well made collar! Very good for the price. I love the color choices! I ordered the brown one and it goes great with his fur! I didn't want him to look like a little four-legged Ronald McDonald [TM] or anything!
