Too small! -- my new rating

My daughter wears a child size 9.5/10. I bought the 10.5 thinking it was half a size bigger. Incorrect. Not nearly. So I sent them back and ordered a size 11.5 again. Still too small! How is that possible! He was basically the same size as 10.5!?! Oooh is that possible? I don't even know what to try now because the size chart is wrong, the shoe size is wrong and none of it works.

Pros
