good tool. But is it really like that?

I used this tool to cut wallpaper. The tool worked well - I had no problems with tool breakage as many have commented. The tool penetrated the wall, leaving marks, but nothing significant. Everything worked fine with the recommended solution - the solution didn't penetrate the paper as well as I would have liked. Was it a decision or a tooling error? I do not know. After I peeled off the top layer of paper, the solution came off the paper very well. This leads me to believe that this tool just hasn't penetrated the way it should - hence the 4-star rating.
