It's a good jacket at a reasonable price, but it's definitely waterproof/sealed.
This is a good jacket at a reasonable price but it is definitely a waterproof/sealed jacket and is fully breathable. If you use it for cycling and in general for intensive driving, you will almost certainly find condensation inside, for example in the sleeves.
