Not suitable for a 3 year old. I'm not even sure if this would be good for a 2 year old, but it might work. My almost 4 year old daughter has only gained 3 pounds in the last year so she's only 33 pounds and has always been small for her age so is probably closer to the average 3 year old height. Still I gave it 4 stars because my child refuses to take it off even though I know it's too tight as it sits high and tight on her torso not on her hips where it should be. And I know it's also because of the extremely thick, wide rubber band. But the tutu seems to be made of really high quality material; not thin at all and easily damaged. It's very full, as it should be, with 10 layers, 5 colors (pink, green, blue, purple, and white) that match perfectly, and the elastic band that holds it in place is thick and well made . I want them to create multiple sizes because I would definitely buy more colors.
