Review on 🚽 Fluidmaster 400CRP14 Toilet Fill Valve and Flapper Repair Kit: Easy Install for 2-Inch Flush Valves by Allen Hart

Leaked but I figured out the issue. You can also!

It took about 6 months for the valve to start leaking, I checked that the damper was seated correctly. Then he exchanged it anyway. I tried checking, cleaning and flushing the valve seat as shown in the video. No help. Slow but steady flow through 1/8" plastic fill tube. Then I discovered this: When the length of plastic fill tube enters the pipe below the full water level, a siphon effect is created, causing the water to flow slowly through the fill tube, giving the appearance of a leaking valve. DO NOT reuse an existing fill tube, even if it looks normal. Use the included stuffing tube AND the included mounting clip and cut the length of the tube if necessary. This will ensure the fill tube doesn't pump over the tank and open the valve. Look into the bowl and make sure you can't see the water flow. I think the design of the valve should prevent this, but it doesn't.
