The volume is too low for actual use

I ordered two pairs of these headphones and returned both. The fit and function of the keys are good, but the volume is just barely enough to be useful in my quiet office. I bought it for outdoor recreation and it's impossible to hear human voices to a sufficient degree in such an environment unless you wear earbuds, but this defeats my bone conduction purpose. If I wanted my ears to be blocked and I couldn't hear the surroundings, I would just put on different headphones.
