The suction cup is encased in a hard plastic holder. You need to put the lever in the up position and then make sure you press the suction cup against the surface; Applying some water helps. You will feel it. Once the suction cup (not the plastic case) is leaning against the wall, pull the lever down - you will feel a stretch when you place the suction cup properly. The mechanism with the hook as a suction arm is also ingenious.
