Poor quality, no weather protection, bags rolled up

I bought these bags to use as lights outside at Christmas. They were of poor quality, the paper was tissue paper thin and they were a big disappointment. These packages fell apart after 3 days. When I tried to get rid of them the bottom fell out leaving tea lights and sand all over our path. I bought the same bags in 2017 and had no problems. It seems that this year the manufacturer has cut corners and used inferior materials. Buyer Warning!
