For the light to come on, the water has to flow quite intensely.

I previously had an LED aerator from another manufacturer that worked very well. It also lit up when the water flow was turned off rather weakly. I only replaced it because it ended up becoming so clogged with water buildup that even soaking in vinegar didn't make it spray properly. Apparently the original one I bought is no longer available. This one looked pretty much the same, so I bought it. Unlike my original, this one doesn't light up until the water is turned on at a fairly fast flow rate, presumably because the impeller inside isn't spinning fast enough to turn on the LED. until the water flow is high enough. I thought the new aerator might be defective so I sent it back through Revain and asked for a replacement. The replacement got a little better, but not by much. The water flow must still be high enough for the LED to light up. It's a shame, but apparently that's the case with this design.
