Didn't work with aggressive barking

We have a neighbor with a Rottweiler who starts growling and barking as soon as you enter our yard. I hung this over our fence and made sure it works when the dog barks (the red light comes on when it works). Even the dog didn't care. I took it off the fence and pointed it at a barking dog 6 or 7 feet away from me. This dog didn't care at all. Maybe it's more for the occasional barking dog that your neighbor doesn't let in. For an aggressive animal like this, it meant nothing. Send back.
