Gave me a weird breakout and rough skin!

I bought this based on the rave reviews. Unfortunately it didn't work for me at all. It made me break out and my skin got rough. My sensitive skin just got calm and smooth, but now I'm back to square one; This is the only new addition to my skincare routine. I was reading about the healing properties of Centella and I just ran out of my previous toner so I decided to try this one but now I realize it was a mistake. The pros of this remedy are that it literally has NO smell, the ingredients seem to be of good quality and it doesn't contain a lot of stuff, and the amount of product you get is a lot for the price. But for me the bad outweighs the bad. It doesn't dry out completely. It remains slightly sticky/tacky even if you fan it and wait a few minutes, and that feeling lingers even when you layer serums and moisturizers on top. It broke me too, but in a very strange way that I had never pulled out of before. I started getting tiny swollen bumps, almost pimple like, that oozed clear pus, but nothing really happened when you tried to "pop" them. They were more painful than regular pimples. They never developed into full blown pimples and weren't cystic acne so I honestly have no idea what it is. They appeared on parts of my face that don't normally appear, like my cheeks and under my eyes, but they also appeared on my forehead and chin. They appeared everywhere in small groups. I noticed that I had a lot more sebum glands that came to the surface causing my skin to become uneven. So now I have a red bumpy face and rough, dry skin. I'm disappointed because I had high hopes for this toner. I will return it and buy my old toner. Although it costs a little more for less product, it has never broken me and has always calmed my skin (unlike this one).
