Is this a bug or wiring?

I like the look and the solid aluminum frame. I wanted to put a plate and lamp on a sissy bar and it fits perfectly BUT. Half of the red LED doesn't light up, so I checked the wire. Connect different combinations. The red and white wires go to the original wires and the black wire goes to the frame. The factory half does everything it should, handling, brakes and lights are right. Is that a wiring or a defect?
