This winter hat and mittens set is perfect for a toddler and costs $11.99. The mittens are waterproof and, like the hat, lined with soft polar fleece. It appears to be of good quality and has been very durable so far. Note: Because this kit is designed for very cold weather, it is double lined. As such, mittens are not very flexible or pliable. It would be difficult for a toddler to build a snowball or a snowman but would love to just play outside in the snow. This makes a great birthday present and will look very cute on your little one!
