I used to have sugoi, waterproof overshoes with sealed seams, but they were about five years old and had a few holes in them so my feet got wet after about 15 minutes of riding. This was to be expected. Gore replacement shoe covers have three seams, one right down the middle, and none of them are taped or sealed. At the seams, you guessed it, the rain seeps in and your feet get wet. Windproof and warm, yes. Dry feet in the rain? For me it was no.
