That's right, the flimsy cellophane wrapper is all that holds the rolled up threads together. But the packaging is strong until ripped and cut. I bought the same roll from a small stationery store a few years ago and it was made in GERMANY. I left the packaging intact and when I use it I just pull all the ties together through the little hole at the top. I let the ends hang over the top so I can grab them. My old package has finally run out (maybe some wrappers are still inside) and it's just starting to get tangled. Somehow the package still stands up like the photo, although I can now see an empty space through the cellophane wrap. But it doesn't seem to matter! I just wrapped something like a ball of ribbon around the gift and it looked wonderfully festive. After our little specialty paper shop closed I thought I would never see this tape again so I was glad to find it here but disappointed that it is now made in China. Considering how stylish this ribbon looks and how long the roll lasts I don't think it's expensive and it's so much fun to be able to tie a ribbon around a gift and it looks extra pretty. Incidentally, this is not necessarily bast, but naturally grown tall grass. It is a kind of viscose ribbon in very thin threads.
