It came in a plastic wrapped box but when I opened the plastic box that contained the tool it looked as needed. Worn cable tie; the end of the vise was badly worn and slightly bent; The rotary tool itself looked like it had been used, as the power button plating and the gasket on the tool itself were worn and chipped. That's all good as it works BUT there were no instructions on how to put the pieces together or how to change the bit heads. It's not helpful at all!
