Removable liner. .

These boots do the trick. They're waterproof, not too flashy with weird baby stuff, and well insulated. My biggest complaint is that the liner is removable, which might sound nice, but not great when paired with two kids under the age of 4. Both boys took off the food and hid it god knows where. The 3 year old also seriously complained that the lining didn't stay in place when trying to put these boots on (the lining pinched into the boot so he couldn't even put the boot on). the reason I got them, which I don't think is worth it now. If you don't want the lining of these boots to stay in place every time your child tries to put them on, I'd recommend finding a pair with built-in insulation/lining.
