Disconnect the battery for 24 hours, install the programmer, drive for a week, nothing has changed. My Ford Transit used to do 14-15mpg without a programmer, now it's 13.5-14.0mpg. Check everything! All wires are properly connected. DON'T SPEND YOUR MONEY ON THIS TRASH!
