Failed to remove the stock old wiper arms from a 2005 Chevy Silverado 1500. It took a lot of penetrating lube and patience. In this case, the mandrel was cut off the tool. I had to hold it in place to position it on the top of the center screw to hold down the wiper arm. The jaws have never retracted. When the windshield wipers extend, it sounds like a shot. This is the only tool that can get into the gap and move the wiper arm. I applied anti-seize compound to the new levers.
