This is a cute costume for a toy breed cat or dog. It fits both my 6 month old kitten and 6 pound dog. I have to admit that neither my cat nor my dog was thrilled with the hat haha. The hat is well made, but when it comes to hats, it really depends on the animal. Some pets don't mind, while others will kill everything in their path if you try to put them on them. My cat is classified as aggressive. My dog doesn't like hats that much, but he doesn't go crazy like my cat. It only took him a minute to get used to it. The collar is simply placed on the head and held around the neck. 4 rings is not too uncomfortable. They ring softly. The color of the frilled collar goes very well with my cat's gray fur.
