The two ends are different
Although the two ends are USB-C, the cable only appears to charge when the wide end is plugged into a USB-C charger and the narrow end is plugged into a phone. When you do this, the cable will light up while charging. It would be helpful if there was a description or discussion of why both USB-C ends but width are different and not the same shape.
