Cute shirt - large size

I bought this for my step daughter who normally wears a size 14/16 on most brands. I bought 16 and it was HUGE! She was even too big for me (adult height 5ft 9in). With a wide boat neckline, it was almost impossible to wear. If true to size it would be a really cute and light shirt.
