Not sure if it works

I bought two of these to make sonic guns. The units receive 13V but only output 2.7VAC to the speaker. So I took my gun, pointed it at two dogs 10 feet apart, fed them 13 volts and nothing. The dogs didn't even turn their heads. So I ask: does this powerful pulse generator really work? Considering it only shuts off for 0.5 seconds every 5 seconds, it seems pretty pointless trying to scare off animals or scare off dogs. 1/2 Second Tone is a tone signal in the world of animal sounds. Update: I was able to record in my home studio using a Rodes NT1000 active Sound Gun condenser microphone (audio files cannot be uploaded to Amazon). It generates a tone pulse with a frequency of 26 kHz every 5 seconds. It was then transmitted to Melodyne and I manipulated the frequency to hear it. I have come to the conclusion that this will not scare a pet. I actually tried it on my neighbor's cat and he just turned his head to check. Don't do this to silence dogs. Use an adjustable Kemos oscillator and a piezo tweeter so you can tune in to a frequency your animal hates and then transmit it continuously.
