I have a medium size for my 9 lb chihuahua. I think it fits perfectly - not too tight, not too loose. I can put the vest under her without any problems. Shown without the waistcoat underneath and with the hood pulled back. You can also remove the hood. I think it looks cute when you roll it back. As for the quality, I like it. The material feels waterproof on the outside and soft on the inside, like fleece. This is her first coat and I am very happy with it :)
