Very shaky! in furniture

I love this little organizer except it's very wobbly. When I turned it over to figure out how to fix this problem, I noticed something unusual. The legs came with 3 round plastic washers to avoid scratching the bottom of the legs and a flat plastic washer. Bumps naturally make it unstable and wobbly. Concerned about removing them and ruining my leg. Would like a quick fix.
