First, charging voltage and current does not match the Kenwood KSC-32 fast charger. In this case, charging the battery takes much longer. I'm not sure if the batteries are fully charged because the supply voltage is lower than the Kenwood charger. The grooves on the batteries don't physically match this charger as well as the Kenwood charger, so you can't charge the battery separately unless it's connected to the radio. Even when the battery is connected to the radio, sometimes it doesn't fit properly, so you need to make sure the LED doesn't stop blinking after a few seconds. If it is, it means the battery is not making contact with the charger and is not charging. As of 5/28/2020, this charger is half the price of the Kenwood charger: $26 vs. $54. I'll update this review if I find I'm doing something wrong. Even at half the price, it doesn't look like a bargain.
