Beautiful but there is a quality problem

It is really beautiful and unique but the glass is a little scratched in one place. Forgive me I don't know how to explain but when I run my fingers over a certain part of this glass it seems spiky and not smooth like it's cutting me. It looks perfectly smooth despite not having any cracks or stains, but when you touch it it doesn't look right. I don't know how best to explain it.
