Essentially, this means they are not designed to be placed in a sealed baffle (like this one), as a tightly sealed room can generate positive air pressure (e.g. by moving the speaker inwards) which then resisting the movement of the speaker. However, it's widely accepted that if you cut off the bottom half of the baffle or poke holes in it, for the price these baffles make great rain covers to protect your speakers from water damage should rain or water cross the sill.
