scarf was ok but too big for my little dog. It doesn't stretch at all. He says it's 16 inches and it is. Guess I thought it would stretch to 16 inches but it doesn't. If your dog is small, he will be too big. I would say your dog must have a neck of at least 14 inches for this to be used. Edit: It was 15 degrees today and windy, so I chose this scarf. I doubled it to make it a little thicker. It was still too big but stayed with my dog. As he lowered his head to sniff the ground, he slid forward a little, but his ears prevented him from sliding completely. I will probably continue to use it on very cold days. I still wish it was a little smaller, but it still helps in cold weather.
