deflated but with little fanfare. Without instructions, it took me a while to figure out that the needle that goes into the pump is INSIDE THE PEN. You have to apply quite a bit of pressure to get the needle deep enough into the balloon, but once you do, it inflates easily. But even after washing with dish soap, laundry soap, and rubbing alcohol, I couldn't shake the sticky, almost slimy feeling. I suspect that's what they use to prevent them from sticking to forms. Whatever it is, I don't know how to take it off. Maybe a layer of baby powder? Otherwise they are nice and small.
