Good food for novice puppies

I just rescued a little puppy, she's only 6 months old so I ordered her this food because she's already cranky! She only weighs seven pounds so I don't have to give her more than she needs, but the box of cakes is all crumbled. not complete, but in pieces. I was a bit disappointed with the batch so I don't know if I should order again. She seems to like freeze dried products, but I want to measure out just the right amount.
