Bad Heat Shield: Muffler

Exhaust pipe and muffler are fine, heat shield is bad lol, it smokes/smoulders for a few minutes. Potential fire hazard and doesn't block heat very much. I don't know, maybe it's just some material that should burn out over time. But it shouldn't be
